The open-source route means installing Python, working in a terminal, and handing your Otter password to a script you found online — then maintaining that script yourself every time Otter changes something. That is a fine trade if you enjoy it. It is a bad trade if you just want your notes back.

There are real, working, open-source tools that export Otter transcripts. If you are comfortable in a terminal they will do the job and cost nothing — and we would rather say that plainly than pretend otherwise.

No. It is a single payment. There is no recurring charge, nothing to cancel, and no trial that converts itself. If we ever charge for something new, it will be a separate thing you choose to buy.
If you're happy installing Python and pasting your Otter password into a script, the free route is a fair choice and we won't argue with it. Most people are not in that position, and the wall is not downloading Python — it's trusting an unfamiliar script with the password to your account, and then owning the maintenance when Otter changes something. Pro exists for the people who would rather pay $29 once than deal with either.
It's a personal licence — use it on the machines you personally work on. There is no seat counting and no device-limit phone-home, because there's no server to check anything against. We ask you to be reasonable rather than enforcing it technically.
The extension you installed keeps working — it has no server dependency, so there is nothing to switch off. And because it ships unminified with no build step, the code you have stays readable and auditable regardless of what happens to us.
